On September 24, 622, the prophet Muhammad completes his Hegira, or “flight,” from Mecca to Medina to escape persecution. Also in 1968, the Crime Control Act gave government expanded power to conduct electronic surveillance and to convene special grand juries. He was instrumental in the renaming of SNCC which replaced “Nonviolent” with “National.” Confrontations with authorities escalated to the point where the U.S. Congress passed an anti-riot act, known as the “Rap Brown Law,” in 1968.
The use of electronic surveillance as a basis for grand jury questioning was sharply curtailed by the Supreme Court. The law is named after H. Rap Brown, world-famous black militant and leader of the Student Non-Violent Coordinating Committee (SNCC).
Warrantless surveillance of dissident individual and organizations was widespread. At least Dr. Spock and friends were getting a judicial trial. Against these odds, the magazine’s readership and influence grew steadily, and in 1952, Monthly Review Press published its first title, I. F. Stone’s Hidden History of the Korean War.

Hubert Gerold “Rap” Brown was born and raised in Baton Rouge, Louisiana. Monthly Review began publication in New York City in May 1949. During the event, clashes broke out between the protesters and the police and eventually turned into full-scale rioting, complete with tear gas and police beatings. In 1970, the convictions and contempt charges against the Chicago Seven were overturned on appeal. Brown, who once said violence “was as American as cherry pie,” was widely believed to have gone into various major cities to launch some of the major race riots of the 1960’s. His alienation from establishment political processes grew after the challenge by the Mississippi Freedom Democratic Party (MFDP) in Atlantic City and the failure of President Johnson to recognize the validity of that challenge.
In 2000, he was accused and convicted of shooting two Fulton County deputy sheriffs. But in 1968, the imperial state was worried about other matters as well. With encouragement from defense attorney William Kunstler, the seven other defendants did whatever they could to disrupt the trial through such acts as reading poetry and chanting Hare Krishna. Having theoretically discharged his debt to the law, and re-emerged into society as Jamil Al-Amin, H. Rap Brown, for all intents and purposes, should have been history. As Mark Jay noted in the December 2019 Monthly Review, this was the historical moment that marks the growth in U.S prison populations from 800.000 to more than seven million. Other parts of that Act outlawed, among other things, discrimination in housing. The Chicago Seven were indicted for violating the Rap Brown law, which had been tagged onto the Civil Rights Bill earlier that year by conservative senators. This provision is sometimes referred to as the “H. Abbie Hoffman remained a well-known counterculture activist until his death in 1989.

While incarcerated, he embraced Islam and adopted the name Jamil Abdullah Al-Amin. (The overt act need not be unlawful.). The press, already there to cover the Democratic convention, denounced the overreaction by police and Chicago Mayor Richard Daley’s handling of the situation.
