I restored from the old phone backup from iTunes and the new phone upgrade to IOS 13.2, and when I click continue, the profile installation failed and I can't get into the phone main screen. Yesterday i tried to restore the new phone with my iCloud backup from the iPhone SE and after updating to iOS 13.2.2 it got stuck in the screen described above and couldn't go forward not even with a hard reset. This is definitely a bug and maybe the best way is to send back to Apple or AT&T for a replacement. When searching for solutions it was recommended trying with a computer or in a network outside the one from the company.
This might not fix your error, but if you want to turn on Single App Mode programmatically then the profile must be distributed through MDM and the device must be supervised.
